Specifications include, but are not limited to: 4.1 Provide all services in a manner that advances the vision of the Arizona Department of Education, “The Arizona Department of Education is a service organization committed to raising academic outcomes and empowering parents.” 4.2 Deliver tutoring to students in Grades 1 – 8 in Reading, Writing and Mathematics, either in-person tutoring or remote synchronous tutoring with an efficient electronic platform. 4.2.1 Contractor shall possess the ability to offer tutoring in the subjects of Reading, Writing and Mathematics. 4.2.2 Contractor shall possess the ability to offer tutoring for students from Grades 1 through 8. 4.2.3 The tutoring service for any student will be chosen by the parents of the tutored student based on availability. 4.2.3.1 Contractor’s engagement will be with the parent of the tutored student and not the LEA or ADE. 4.2.3.2 Contractor will be paid for the tutoring by ADE and shall submit complete and accurate invoices to ADE for payment after each six-week session. 4.2.4 The determination of whether the tutoring will be in-person or remote will be made by the student’s parents in consultation with the tutoring provider. 4.2.4.1 Tutoring can be delivered at contractor location, on school grounds, or in a synchronous, virtual setting not to exceed the student limits set forth in 4.2.5. 4.2.4.2 Tutoring should be delivered in a location or method that is convenient to the student. 4.2.5 Tutoring will be in groups of from one to no more than three students. It is ADE’s preference for groups of three. 4.2.6 Contractor should possess the capacity to offer tutoring to students in every geographic area of the state in-person. ADE recognizes that it may be necessary to offer remote tutoring in some instances. However, preference will be given to Contractors who can offer both options in the widest geographical area in order to better serve the wishes of the parents. 4.3 Deliver tutoring lasting one-half to one hour, for two-to-four days per week, for six weeks. This will constitute a tutoring session. 4.3.1 The length and frequency of the tutoring session delivered under this section will be determined by the Contractor, with the agreement of the parents of the tutored student. It is the expectation that the wishes of the parent will be respected as much as is practicable. 4.3.2 The tutoring will be delivered on a schedule and at a location to be determined by Contractor, with the agreement of the parents of the tutored student. It is the expectation that the wishes of the parent will be respected as much as is practicable. 4.4 Using an assessment test chosen by ADE, Coordinate in-person testing at beginning and end of six-week tutoring session to establish the pre-tutoring baseline and post-tutoring learning gains. 4.5 Only employ tutors who possess a bachelor’s degree or higher from an accredited institution. 4.6 Charge a fixed rate per hour and will receive a stipend of $200 per student for each halfyear grade-level gain or progress as established by provided test services.
