Specifications include, but are not limited to: Access • Must be easily accessed from multiple devices (desktop, tablet, and mobile). • Must have the ability to upload photos associated with reporting and work orders. • Must allow scanned documents. • Allows for airport portal for sharing of information between tenants and airport management. Operations Management (Part 139 Compliance) • The primary focus of the program should predominantly center upon the aviation and airport industry. • The functionality must possess direct relevance to airport operations. • An obligatory engagement in ensuring adherence to the established standards stipulated under Part 139 and other regulations is required. • The software will optimize conditions reporting, hazard reporting, risk assessment, work order tracking for hazard mitigation, inspections, emergency response plan storage, document management, training record management, wildlife data storage, performance measurement reporting, noise complaint logs, FOD reporting. Maintenance Management • The software will ensure that maintenance activities are conducted efficiently, safely, and in compliance with industry standards and regulations, contributing to the overall reliability and operational excellence of our two airports and three runway system. • The software should allow/support inclusion of an integrated tasking system encompassing multiple departments, characterized by the incorporation of recurring work orders as well as the capacity to generate new ones. • The software is expected to produce reports and logs as mandated by Part 139 regulations and other regulations, serving the purpose of ensuring adherence to regulatory compliance. Asset Management • The software shall maintain a comprehensive record of all entered assets under the purview of the organization's management. • The software is expected to retain historical data pertaining to prior maintenance activities conducted on each individual asset. • Anticipated functionality includes the provision for each asset to possess subsidiary assets, facilitating streamlined data organization. • The software must be GIS enabled. • Allow for inventory and parts management. • Fleet Management capability should be part of the software. Health, Safety, and Environment Management (HSE) • HSE related standard operating procedures (SOP), guidelines, and safety protocols will be stored within the CMMS, facilitating convenient accessibility for personnel. • The software will support facilitating adherence and guidance to TOSHA and OSHA standards, as well as serving as a platform for record-keeping. • The HSE Module will support safety procedures, practices, and programs to maintain a Safety Management System within an organization. Initiation of program configuration • The Software shall be able to integrate and migrate existing (current) data which will be completed by the Vendor, as well as maintain the storage of historical data. • The Vendor will be required to implement the system including training and setup. Assistance during the implementation of the new software will be supported by the Vendor until the new Software implementation is determined to be complete by MKAA. • An Implementation Plan and Schedule will be provided by the Vendor.
