Specifications include, but are not limited to: 3.1. Mandatory Requirements: 3.1.1. Offerors are required to complete and pass a background check for the status of the offerors Arizona State Bar License. Results of the Arizona State Bar License status reviews are for internal use only and will not be shared with responding bidders, though the results may be used by the Procurement Officer to determine Offeror susceptibility for award. 3.1.2. Furnish all office space, equipment, materials and supplies, including phone, fax, and postage expenses and qualified personnel necessary in providing services identified in the Statement of Work and not provided by the Board. 3.1.3. Be a graduate of an AALS/ABA accredited College of Law, member in good standing of the State Bar of Arizona, have a minimum of one year experience in the practice of law, have meaningful experience in participating in public hearings, have a working knowledge of Arizona State Personnel Board statutes and rules, and shall maintain applicable licenses during the contract term. 3.1.4. Render fair and impartial decisions and have no conflict of interest in performing the duties for the Board on matters brought to the Hearing Officer. 3.2. Additional Requirements: 3.2.1. Conduct services in accordance with the provisions of the applicable Arizona Revised Statutes and the Board’s rules and regulations. For the Arizona State Personnel Board, the specific reference would be A.R.S. 38-531 et. seq., 41-783 and R2-5.1-101 through 104, as appropriate, and in accordance with Personnel Board policies. 3.2.2. Conduct pre-hearing conferences, rule on pre-hearing motions, depositions, or institute any other proceedings that the hearing officer believes will aid in the appropriate disposition of the issues prior to hearing. 3.2.3. Conduct any legal and/or factual research necessary for a legally correct, and full and fair adjudication of the issues raised by the hearing.
