Specifications include, but are not limited to: The purpose of this project is to create an intuitive, secure, and flexible internetbased application and database for the sale, issuance, data collection, communication, and administration of the Nonresident Recreational Marine Fishing License (NRMFL) and the Lay Net Permit. DAR oversees licensing and permitting for recreational and commercial activities related to the harvest and sale of marine and freshwater organisms. On Jun 8th, 2021, House Bill 1023 was signed into law. This bill requires a marine recreational fishing license for all non-Hawaii residents. Visitors will need to purchase this license to fish from the shoreline or a boat in Hawaiian waters (includes charter fishing trips). The state estimates that 50,000 licenses will be sold annually resulting in over $1 million of revenue. Fees for the NRMFL are as follows: One-day license $20 Seven-day license $40 Annual license $70 No license needed for active military, spouses, and children 15 and younger. In addition to the NRMFL, DAR recently promulgated rules for a Lay Net Permit. The Lay Net Permit replaces the former lay net registration requirement and is required of any person using or possessing a lay net in state waters. The Lay Net Permit is issued annually and expires on June 30th of each year. The permit is free for Hawaii residents and costs $25 for non-residents. Since 2007, there have been approximately 1,100 individuals who have registered theirlay nets. DAR estimates that around 200-300 Lay Net Permits will be issued annually. Very few, if any, are expected to be issued to non-Hawaii residents.
