Specifications include, but are not limited to: Marana Water wishes to conduct a water utility comprehensive financial study and establish new rates and fees for fiscal year 2024 and beyond. The last complete rate study was conducted and adopted in fiscal year 2020 and included scheduled rate adjustments from January 2020 through December 2024. The non-rate fees and service analysis was last conducted and adopted in Fiscal Year 2020. It is critical for a water utility to operate based on a financial plan that accurately represents anticipated future growth in the service areas and the maintenance necessary to maintain all water and water reclamation capital infrastructures, current and future. The selected firm shall: i) Conduct a comprehensive financial planning and rates/fees study; ii) Establish a long-term rates and fees plan that will enable the department to collect sufficient revenue to cover operational and capital expenses of the water utility; and iii) Conduct a customer billing system, rules, and policies review to make sure the rates and fees are collected properly.
