Specifications include, but are not limited to: The Department of Public Safety, Division of Administrative Services, is soliciting proposals for the purchase of extreme weather parkas on an as-needed basis. Generally, a large warehouse stock replenishment order will be placed yearly with smaller orders place periodically throughout the year. The Department needs a high-quality, extreme weather parka with the below listed specifications: Must Feature: • Color: Black or Navy • Length: Mid-Thigh • Temperatures as low as -40°F • Snorkel Hood with detachable “fur” ruff • Wind and Water Resistant • Cuffs: Elastic • Pockets: two at waist level and one at chest level, zippered • Side Zippers (for duty belt access) Optional Features: • Removable or Stow-away hood • Additional wind protection • Cuffs: Internal Cinch • Pockets: external sleeve pockets and/or internal at chest or waist level • Other: Stuff or Storage sack, removable reflective material Each parka shall have a Velcro loop portion cut to 5 ½ inches circle shoulder patch added to the left arm 1 inch from the shoulder stich and a Velcro loop portion cut to 4 inches long and 3 1/8-inch-wide oval chest patch added to the left chest; State-approved patches shall be Velcroed on the parka after delivery. Vendors shall provide up to two parka samples, at no cost to the State, including shipment. Sample parkas shall be mailed to the 5700 E. Tudor Rd., Anchorage, AK 99507. A 15-day wear test may be performed on the sample parkas. The State shall pay for return shipping upon completion of wear test. The State may pay for any damage outside normal wear and tear, with agreement between the state and the provided vendor. Damage due to defect will not be paid for by the State. If a vendor provides two samples, samples shall be evaluated independently of one another. If, during the course of the contract, the manufacturer discontinues the contracted parka, the contractor shall provide an alternative parka to the State at no cost. Upon inspection and review, the State will determine a suitable replacement and provide written approval via an amendment to the contract.
