Specifications include, but are not limited to: This Request for Proposal (RFP) is issued by the Arkansas Department of Human Services (DHS), Office of Procurement (OP) for the Division of Child & Family Services (DCFS) to obtain pricing and a contract(s) for the implementation and monitoring of its Health & Well-Being Program, a home-visiting program for intervention of child welfare-involved families. The Office of Procurement is the sole point of contact throughout this solicitation process. Program goals are to improve the overall health and well-being of families of young children ages zero to five (0-5) for at-risk families. It is a home visitation-based parent training program conducted over a maximum of twenty-two (22) sessions. The program assists parents in managing the health needs of their young children; teaches positive parenting techniques to parents that encourage healthy physical, cognitive, and emotional development of children; evaluates environmental factors of families’ homes that can affect the health of children, such as presence of lead; and prevents the recurrence of child maltreatment and the removal of children from their homes.
