Specifications include, but are not limited to: A. Consultant will perform all tasks and produce the deliverables necessary to complete the Consolidated Plan. The Consolidated Plan will encompass the jurisdictions of both the SLCo HOME Consortium and the SLCo CDBG Urban County Consortium. (See 24 CFR Part 91). B. Homeless Facilities & Services f. Special Needs Facilities g. Barriers for Affordable Housing h. Non-Housing Community Development Assets 6. Needs & Market Analysis Discussion Section C. Strategic Plan Recommendations (general recommendations based on the data gathered and analyzed in Section B), which may include: a. Geographic Priorities b. Priority Needs c. Influence of Market Conditions d. Anticipated Resources e. Institutional Delivery Structure f. Goals & Objectives g. Public Housing Accessibility & Involvement h. Barriers to Affordable Housing i. Homelessness Strategy j. Lead-based Paint Hazards k. Anti-Poverty Strategy l. Monitoring Standards & Procedures
