Specifications include, but are not limited to: Task 1: Provide Expert Technical Assistance and Program Support for Federal Waiver Programs Complete analysis of waiver related changes and present recommendations to the DHCFP Federal Waiver Team regarding federal waiver strategies, including budget and policy components of the waiver applications and programs, as requested by the Chief of the Federal Waiver Team. Research and identify DHCFP program best practice standards for State leadership consideration in the development of new federal waiver programs. Draft work plans and provide overarching project management for waiver development and implementation. Draft waiver application materials, as requested by the Chief of the Federal Waiver Team, including waiver evaluation plans and implementation materials necessary for waiver approval. Assist State staff during virtual meetings with interested parties and federal partners regarding waiver development. Conduct financial, budget, fiscal, actuarial, or other related analyses necessary to comply with federal requirements for waiver approval by the federal government; and Serve as the technical and expert resource to State staff and DHCFP Federal Waiver Team, using the Contractor’s expertise and experience, to ensure the success of a new waiver program, anticipate federal questions and reduce approval timelines and minimize state administrative burden. Task 2: Policy Support for Waiver Program Implementation and to Ensure Federal Compliance Provide support for policy development in support of federal waiver program implementation, as requested. Provide expert guidance for the Federal Waiver Team to support ongoing operations of waiver programs in support of program goals and to ensure federal compliance. Assist in drafting necessary renewal or amendment documents to secure continued federal approval for all federal waiver programs under Title XIX of the Social Security Act, the Affordable Care Act, and any other federal waivers assigned to the Division under state law. Assist in drafting state-specific documents for program implementation including communications to interested stakeholders and providers. Assist Federal Waiver Team in responding to federal inquiries regarding compliance and updates for federal waiver programs. Provide policy guidance and requested support to Federal Waiver Team regarding federal reporting and evaluation requirements. Facilitate weekly calls with State staff; and Serve as technical and expert resource to State staff on federal waiver programs. Task 3: Ad Hoc Analysis & Best Practice Recommendations Provide policy impact analyses, or review and comment on DHCFP analyses, to support review of proposed federal waiver changes and new waiver programs, as requested by the Chief of the Federal Waiver Team. Provide other financial and policy impact and best practice analyses as identified by the Agency. All correspondence must be made through the Vendor Portal.
