Specifications include, but are not limited to: 4.3.2 Deconstruction a. The contractor will be responsible for obtaining a demolition permit from the city of Dubuque prior to commencing any work. b. The contractor will be responsible for deconstruction, removal, and proper disposal of all structure and contents of the existing building(s) located at 2527 Washington Street c. The contractor will be responsible for deconstruction and removal of all slabs, foundation walls, footings, and all underground structures. d. The contractor will be responsible for removal of all accessory structures including but not limited to garages, sheds and carports e. The contractor will be responsible for all costs of transport and proper disposal of all deconstruction debris resulting from the project 4.3.3 Utility Disconnects a. The contractor will be responsible for identifying, locating, coordination and cost of all utility disconnects, capping and retaining for future new construction on the site. b. Sewer line to be scoped and terminated at the property line in a manner approved by the City. 4.3.4 Temporary Facilities a. The contractor will be responsible for all temporary features and facilities necessary to successfully complete the project – to include, but not limited to, portable restrooms, site fencing, site security, etc. 4.3.5 Certifications and permits a. The contractor will be responsible for obtaining all certifications and permits necessary for completion of the project from the appropriate regulatory agencies. 4.3.6 Salvage & Reuse of Materials a. Unless referenced otherwise in an addendum which will be provided at the mandatory pre-bid conference, the contractor shall take ownership of all scrap/salvage materials. b. No materials from the project are proposed for reuse by the City. 4.3.7 Erosion Control a. Erosion control method(s) shall be specified and shall be maintained until after grass has been established adequately to eliminate erosion, then removed and disposed of properly. 4.3.8 Site Restoration a. Backfill all excavated areas with material free from debris and organic material that meets the following criteria: i. Density of 95 pcf or greater according to ASTM D 698 or AASHTO T 99 (Standard Proctor Density). ii. AASHTO M 145 group index of less than 30. iii. Liquid limit (LL) less than 50. iv. No rocks or stones larger than 2 1/2” diameter v. Soils not meeting these requirements are considered unsuitable soils, regardless of classification. b. Place loose Backfill material in maximum 12” lifts. c. Compaction should be at a rate to minimize settling of the backfilled area. d. Compact and backfill to an elevation that when covered with a min. 6” of topsoil, will match adjacent natural topography. Final Elevation will be as directed by the City Project Manager. f. Cover compacted Backfill with 6” min. topsoil g. Finish grade and contour the area to provide for positive surface drainage for the entire site (generally, 0.5% min. slope from highest point of adjacent curb or sidewalk). h. New and disturbed soil shall be sown with a grass seed suitable for climate zone 5a and covered with a mulch appropriate for the growth of the seed and the conditions on site. i. Install silt fence and any other required erosion control measures to prevent sediment runoff from the site. 4.3.9 Special Requirements a. Caution and care must be exercised to prevent damage to adjacent structures, sidewalks, and streetscape. b. All required street closures shall be approved at least 48 hours in advance through the City. c. Any required permits for street closure are the responsibility of the contractor. d. The contractor will be responsible for repair of damage to any adjacent structures, and any curbing, sidewalk, or asphalt damaged during the project.
