Specifications include, but are not limited to: Remove sediment or sludge from the Albany-Millersburg (A-M) Water Treatment Plant (WTP) Sedimentation Basins 1 and 2, A-M Raw Water Pump Station Wetwells 1 and 2, and Vine Street (WTP) Raw Water Wetwell. Dump and spread material from all locations into the Vine Street Lagoon drying beds. a. Contractor must ensure its Vactor Truck meets the clearance for the Vine Street Lagoons facility. b. All work (both locations) is expected to take approximately four days to complete. c. Project work should be completed annually. d. Work hours must be between 7:00 a.m. to 8:00 p.m. e. A-M WTP Sedimentation Basins 1 and 2: Remove sludge from the basins (100’ × 30’ × 11.5’) with Vactor Trucks. Spread out the sludge at the Vine Street Lagoon drying beds. a. The sludge is backwash waste from the A-M WTP. It consists of dirt, organic material, and Aluminum Chlorohydrate. The sludge will be mostly dewatered by City operators. b. City operators will drain the Sedimentation Basin to be cleaned and ready for Contractor to access. c. Gates at the A-M WTP and Vine Street Lagoons will be unlocked and opened by City operators for Contractors’ access. Gates will be opened at a time to be determined between City and Contractor. d. Contractors must pull up to the curb stop at the Vine Street Lagoons to spread the sludge into the drying beds to reduce erosion on the bank of the drying bed. City will have the curb stop marked for pull up location. e. The sludge in basin will be around 1.25’ on average. Actual sludge level varies every year. B. A-M Raw Water Pump Station Wetwell 1 and Wetwell 2: Remove sediment from the bottom of the wetwells with a Vactor Truck (15’ × 27’ × 40’). a. The sediment is mostly fine sand and clay. b. City operators will drain each wetwell, lock out all equipment on the wetwell side on which they are working, and ensure access for the Contractor. c. Contractor is required to follow OSHA safety requirements for vertical entry into the wetwells, including using a harness for the entrant attached to the davit arm for retrieval, one operator for the davit arm, and one supervisor. d. Gates and doors will be unlocked and opened by the City operators at the AlbanyMillersburg Raw Water Pump Station and at the Vine Street Lagoons. City operators will lock gates and doors after the work is complete. Gates will be opened at time to be determined between City and Contractor. e. Contractors must pull up to the curb stop at the Vine Street Lagoons to spread the sludge into the drying beds to reduce erosion on the bank of the drying bed. City will have the curb stop marked for pull up location. C. Vine Street WTP Raw Water Wetwell: Remove sediment from the bottom of the wetwell with a Vactor Truck (approx. 14’ x 32’ x 12’). a. The sediment is mostly mud, clay and some gravel. b. City operators will drain the wetwell, lock out all equipment on the wetwell side, and ensure access for the Contractor. c. Contractor is required to follow OSHA safety requirements for vertical entry into the wetwells, including using a harness for the entrant attached to the davit arm for retrieval, one operator for the davit arm, and one supervisor. d. Gates and doors will be unlocked and opened by the City operators at the Vine Street WTP and at the Vine Street Lagoons. City operators will lock gates and doors after the work is complete. Gates will be opened at time to be determined between City and Contractor. e.
