Specifications include, but are not limited to: 1.1. Louisville Metro Government (Metro) is seeking to establish a contract for General Contracting Services. General Contractors, herein after known as the “Contractor” are to provide general construction services for new building construction and renovations to existing buildings in various properties owned, operated, or controlled by Louisville Metro Government for this contract. 1.2. The contract contains hourly wage rates for services. These rates will be used to award an ongoing, Annual Unit Price Contract. This will allow Metro to contract with the awarded Contractor on an ongoing basis as project needs arise. Individual projects awarded will not exceed $50,000 per project unless authorized by Metro Purchasing. The contract will be in place for one year with the option – for both parties – to renew for up to five consecutive years. Metro may procure same or similar services through alternate purchasing methods at any time, if deemed to be in Metro’s best interest. 1.3. Metro intends to award Primary, Secondary, and Tertiary contracts from these bids. In the event that the Primary Contractor cannot perform the desired services, Metro may elect to solicit services from the Secondary, Tertiary or Metro may decide to bid projects. 1.4. Building repair, maintenance and renovation work is intended for solicitation of Not-To-Exceed, Lump Sum or Time & Material proposals for the Contractor to provide all materials, labor and equipment for repairs, maintenance, new construction, and renovations. This includes but not limited to general framing; gypsum board work; acoustical ceiling work; flooring; masonry; concrete work and other such general construction type of work necessary for all Metro Facilities. All work shall be installed by workers who are certified in writing as qualified to construct the systems indicated herein. 1.5. All bidders must have a current and valid Federal Unique Entity Identifier number (UEI), formerly known as a DUNS number. Bidders must attach this certification to the response to this RFP. 1.6. Prices quotes include all Federal, State and local sales taxes; excise taxes and any other required tax for all materials purchased, equipment used and any other component that is legally taxable. This excludes any material purchased directly by Metro Louisville for any project in which the Contractor is engaged on behalf of Metro Louisville. 1.7. Any work that requires off site work or fabrication is allowable and can be invoiced by the contractor. The Contractor will provide to Metro Louisville Construction Coordinator notice of such off-site work, the type of work to be conducted, the reason and the length of time required to perform this work. All off site work must be noted in the proposal submitted to the Metro Construction Coordinator prior to commencement of any work 1.8. Contractor will provide all necessary tools to perform the work under this contract. All tools or equipment that are rented by the contractor must be approved prior to commencement of work and the cost thereof to be provided to Metro Louisville. All rental charges must be those that are reasonable and customary for the Louisville area.
