Specifications include, but are not limited to: The purpose of this Request for Proposal (RFP) is to procure a solution to implement an Electronic Title Solution (e-Title) that encompasses Electronic Certificate of Title Application (e-CTA) and Electronic Lien Transfer (e-Lien) programs. The e-CTA and eLien programs will be opt-in programs offered to assist in the streamlining of operations for new and used Car Dealers, Lending Institutions, Vehicle Owners, and the NH DMV, Bureau of Title. NH DMV intends to take a phased implementation approach; the e-CTA program will be the first of the two programs to be implemented as this program will have the greatest operational impact to the State of New Hampshire. Phase I: The goal of e-CTA is to implement a system that will capture and transfer an application for a certificate of title electronically from a Dealer to the NH DMV’s system of record, MAAP, where the electronic data can be accessed by a Municipal Agent for registration purposes and the DMV for issuance of a certificate of title to the owner/entity/lienholder of the vehicle and to record the ownership information in the State of NH DMV system. Phase II: The goal of e-Lien is to enable the NH DMV to electronically notify a variety of Lending Institutions and funding entities of a lien perfection for a financed vehicle without the issuance of a paper title. NH DMV will electronically maintain the record until the lien is satisfied. Once the lien is satisfied, the Lienholder will notify the NH DMV of the lien release by an electronic message. The NH DMV will then print a lien free certificate of title and mail the certificate of title to the owner of the vehicle. In addition, the solution must be capable of bidirectional communication to check owner and lien status, requesting and notification of lien releases, title update notifications, and other functions essential to the Bureau of Title and Anti-Theft.
