Specifications include, but are not limited to: Pulaski County is seeking a qualified service provider (501(c)(3)) to assist with the County's chronically homeless population by managing and operating the Pulaski County Community Village. The Pulaski County Community Village will be located at 6900 Green Road, Little Rock, Arkansas on approximately fifty (50) acres of land owned by the County and anticipated to be leased to the qualified service provider selected by this RFP. Pulaski County will deliver the property to the selected qualified service provider with the expectation to fundraise and develop additional housing units and amenities built out in successive phases. The length of the lease term will be negotiated with the selected qualified service provider. 24/7 Community Operations that include facility upkeep, maintenance, utility payments, maintain sufficient security, sanitation, day-to-day administration, clean and sanitary eating and washing spaces. Supportive Services to person residing in the Pulaski County Community Village Affordable Housing Units that may include case management, behavioral health care, physical health care, counseling, recovery services, peer support, benefits counseling and navigation, housing navigation. Administration and Reporting, including personnel, budget information, contract compliance requirements, with U.S. Department of Housing and Urban Development (HUD) staff, partnerships with other service providers and other County Departments, reporting of key metrics associated with client success (such as returns to homelessness, placement in permanent housing, and length of time homeless), data entry into HMIS and more. Transforming the way people view perceptions of those who find themselves homeless is one of "The Village's" organizational goals. One way that perceptions stereotypes can be transformed is by connecting with neighbors, human to human and heart to heart.
