Specifications include, but are not limited to: Maui MPO is seeking qualified firms for the following Professional Services: Transportation Planning (Community Planning) including, but not limited to the following: a. Planning – Development of long-range diverse multimodal transportation options implementing modal integration and efficiency; updating performance measures; linking scenario planning to transportation and community plan land use; updating socioeconomic and demographic data and analysis; identifying and providing assessments related to changes in economic development and future trends; resilience improvement planning; coordinating county policies that impact transportation and land use such as zoning, subdivision regulations and community plan designations; and consensus building within a working group of multiple stakeholders; performing project management tasks and duties for projects related to long range transportation planning;b. Data Management – Transportation-related data collection and management of large databases, development of performance measures based on available data, development of data-sharing policies and procedures; also includes the use of Travel Demand Model (TDM) and land-use model results for assessing scenario performance measures; c. Community Outreach and Public Relations - Facilitating in person and virtual public participation in planning processes with particular emphasis on consensus building and outreach to Title VI and Environmental Justice communities; developing, administering, and analyzing statistically valid public surveys; gathering priorities voiced by the public during planning processes, leading community engagement to validate community led developed alternative scenarios, goals and objectives, and transportation improvement project prioritization, creating an outreach and communications tool box for use by DPW staff who are planning, designing, and building Complete Streets projects
