Specifications include, but are not limited to: 3.1 Recommend a search process which includes input from all stakeholder groups, including but not limited to the Governing Board, administrators, staff, parents, students, community members, and leaders. 3.2 In cooperation with the Governing Board, develop a timeline that focuses on a desired start date for the new Superintendent on or before July 1, 2024 (subject to change). 3.3 In cooperation with the Governing Board and District, develop a candidate profile and criteria evaluation/selection of the successful candidate for Superintendent. 3.4 At the direction of the Governing Board, develop and implement a plan to provide and facilitate community input including promotional or marketing materials related to this activity. Each party shall provide its reasonable consent to the use of their respective marks/logos on the approved promotional and marketing materials. In addition to the foregoing, the Governing Board will provide a District contact to coordinate the activities among the Governing Board, the vendor (recruiting vendor), and any third parties related to this activity. 3.5 In cooperation with the Governing Board, develop and implement a candidate marketing and recruitment plan (which includes the distribution of relevant materials), advertising the position and conducting a national search which includes advice to the Governing Board on an appropriate compensation package for a new superintendent. 3.6 Recruit qualified candidates locally and nationally. 3.7 Provide direction and training to District staff on the search process including steps and protocols. 3.8 Pre-screen candidates for qualifications and background information. Validate all qualifications and credentials of the applicants. 3.9 Present to the Governing Board a list of semi-finalists and provide to the Governing Board a recommended process to narrow the pool of qualified candidates for Governing Board interviews. 3.10 In cooperation with the Governing Board and as needed, develop, and implement public information and participation opportunities to ensure interested citizens and District employees are involved to provide constructive input to the Governing Board in defining criteria and qualifications, skills, and competencies to be sought by the Governing Board, and providing constructive input during the interview and final selection phases. 3.11 As directed by the Governing Board, facilitate and arrange any interviews with qualified candidates for the superintendent position. Communicate with candidates selected for interviews and related activities. 3.12 Prepare background and reference checks and provide the report to the Governing Board. 3.13 In cooperation with the Governing Board, assist with developing questions for candidate interviews. 3.14 Maintain complete documentation regarding the search and selection process. At the conclusion of the process, such documentation related to the final recommended and Governing Board approved candidate will be relinquished to and become the property of the District. 3.15 Provide any other necessary related services, including but not limited to the support of the Governing Board and its legal counsel during the contract negotiations process related to compensation and benefits. If any services, functions, or responsibilities not specifically described in this RFQ are necessary for the proper performance and provision of the services, they shall be deemed to be implied by and included within the scope of services to the same extent and in the same manner as if specifically described herein. Vendors must have a basic understanding of Arizona Open Meeting law and public records law. 3.16 Provide any other necessary related services to the District to assist with disseminating appropriate information to stakeholders and the media. 3.17 Provide all requested services with strict confidentiality throughout the process.
