Specifications include, but are not limited to: The City of Bend’s needs vary regarding state legislative and administrative matters. In addition to the anticipated work products listed above, the following types of services required include but are not limited to: • Rely on established relationships and create new ones with the Governor’s Office to help prioritize or resolve issues relating to Bend’s legislative priorities. • Work with legislators across the state regardless of political affiliation to build support for rule and statutory interpretations that support the City Council’s legislative goals. • Represent the City at Legislative Days and appear before Legislative Committees and prepare City officials' testimony to advance the City's Legislative Agenda • Represent the City at League of Oregon Cities (LOC) Lobby Group Meetings and other stakeholder group meetings and work with LOC and others on coordinated legislative agenda. • Proactively seek opportunities for the City of Bend to capitalize on state and federal efforts or initiatives that support the City’s legislative priorities. • Identify the opportunities for Bend officials to discuss the City’s specific needs with legislators and Non-Government Organizations outside of Central Oregon in an effort to build relationships and trust. • Arrange meetings and introductions between key stakeholders from around Oregon with Bend City Councilors or City staff to discuss specific items of interest to the City. • Contractor will report to Chief Operations Officer but may have direct contact and open communications with City staff and Council. Only the Chief Operations Officer and City Manager may formally assign tasks and responsibilities, approve work plans, approve monthly summaries, etc. • Advocating on behalf of the City before various federal regulatory and legislative bodies and conducting issue management as needed preparatory to such activities. • Facilitating meetings for City officials with various elected and appointed officials representing Oregon. • Assisting the City in pursuing and securing federal governmental program and discretionary funding, particularly for public infrastructure, economic development, and financing programs. • Assist in identifying federal funding programs and opportunities that complement the goals and objectives of the City. • Provide advice and counsel, facilitate federal consideration of City applications, and support City grant applications. • Stay connected and work in conjunction with US Conference of Mayors and National League of Cities in support or opposition to budget appropriations, legislation, and agency rules or regulations affecting municipalities. • Successful Proposer shall not directly or indirectly participate in or intervene in any political campaign on behalf of or in opposition to any City-related initiative, referendum or recall petition, measure or candidate. (This restriction does not prohibit successful Proposer from assisting City in providing only impartial, factual information related to an initiative, referendum or recall petition, measure or candidate). • Successful Proposer shall provide the City with a complete and updated client list during the term of any contract resulting from this procurement.
