Specifications include, but are not limited to:The Sara Rd project consists of providing professional services for the design of improvements to the 0.50-mile section of Sara Rd from NM 528 to Meadowlark Ln and the future roundabout at the intersection with Meadowlark. All services required for these projects shall be performed by licensed professionals registered in the State of New Mexico who may also be required to be T/LPA certified. The contract will be on a Time and Materials basis. The following shall be provided: • Final design and technical specifications (conforming to NMDOT requirements) to bid and reconstruct Sara Rd to a three lane (two travel lanes with a two way left turn lane) roadway with a water line replacement, manhole and sewer line rehabilitation (if needed) dedicated turn lanes, and lighting improvements and/or corridor lighting. • Existing sewer line and manhole condition to be evaluated, with repairs to be designed based on analysis and input from the City. • The existing curb and gutter is to remain in place except where needed to facilitate improvements. • Existing ADA curb ramps and pedestrian infrastructure should be evaluated and updated to the most current applicable standards where needed (should only be needed on the southside of the roadway and at NM 528). • ITS improvements to include conduit and fiber optic from the intersection of NM 528 and Sara Rd to intersection of Sara Rd and Barbara Loop. • Sanitary sewer shutoff plans (if needed), water shutoff plans will be developed (coordination with the City’s Utility Operation contractor is required), and traffic control plans (coordination with NMDOT is required) as part of the design. • Subsurface utility survey and analysis for impacts and necessary coordination with the utility companies in order to clear the project and obtain utility certification per NMDOT requirements. Level and number of potholes shall be determined by the Consultant and shall be incidental to the SUE. The consultant will be required to supply the NM811 (one call) tickets as part of the SUE. • Environmental documentation in accordance with NEPA, including ISA, requirements from SHPO, and public involvement. • Conduct meetings (minimum of 6) with City of Rio Rancho departments including; Department of Public Works and the Utility Department • Right-of-way impacts specifically around the new roundabout at Meadowlark Ln and Sara Rd. This may also be based on the scope of work above including identifying necessary temporary work permits, encroachments, and construction maintenance easements that may be required. ROW is not anticipated elsewhere on the corridor. • Right-of-way maps, if needed, are to be performed per NMDOT requirements and approved by NMDOT. Summary platting per the City of Rio Rancho’s Development Process Manual shall be required if right-of-way is acquired as part of this project. • Title reports, including one update, will be required. The consultant will be responsible for the cost of additional title report updates beyond the one, and appraisal services shall be included. Any appraisal updates, and their costs, required because of expiry will be solely on the consultant. This is only anticipated for the Meadowlark Roundabout. • Bidding services shall include preparing final construction plans, final technical specifications, final engineer’s estimate, final bid form, final project description.
