Specifications include, but are not limited to: The Housing Authority of Salt Lake City (HASLC) is seeking a qualified and experienced General Counsel to provide comprehensive legal advisory services in support of Agency-related projects, housing programs, economic development initiatives, and other legal matters. The selected General Counsel will work closely with HASLC to ensure legal compliance, effective risk management, and successful execution of the Authority's objectives. The Scope of Services includes, but is not limited to, the following: a. Review of Government and Private Contracts: The General Counsel shall meticulously review, analyze, and provide legal guidance on government contracts, agreements, and private sector contracts to ensure compliance with applicable laws and regulations. This includes procurement contracts, vendor agreements, lease agreements, and any other contractual arrangements entered into by HASLC. b. Knowledge of Federal Regulations: The General Counsel shall possess a deep understanding of federal regulations, particularly those pertaining to the Department of Housing and Urban Development (HUD), Internal Revenue Service (IRS), and other relevant federal agencies. The Counsel shall provide expert advice on legal matters related to federal regulations affecting HASLC's operations and programs. c. Utah State Regulations: The General Counsel must have a comprehensive grasp of Utah state regulations that impact HASLC's operations. This includes familiarity with state housing laws, real property regulations, administrative procedures, and any other relevant statutes. d. Civil Litigation: The General Counsel shall be well-versed in civil litigation procedures and practices. In the event of legal disputes or litigation involving HASLC, the Counsel will provide legal representation, advice on potential legal strategies, and support in all stages of litigation proceedings. e. Real Property Law: Expertise in real property law is essential for the General Counsel to provide guidance on matters related to property acquisition, leasing, development, and management. This includes reviewing property transactions, drafting and negotiating real estate contracts, and addressing land use and zoning issues.
