Specifications include, but are not limited to: The City of Waco (the “City”) is seeking proposals from a qualified consultant/consulting firm (the “Consultant”) to document each transaction type within the City’s Fiscal Management Services department with the exception of the City’s payroll process and establish a procedures manual for the department. This process review will focus on the City’s strategic goal of “Build a High Performing City Government” with an emphasis on the City’s values of: • Promote equity and inclusion in all that we do; • Provide excellent and innovative services; • Serve with integrity; • Invest in people; and • Focus on teamwork. In addition to documenting the process it is expected that the selected consultant will provide feedback as it relates to the processes including areas where improvements can be made as well as areas that the team excels and is doing well. Qualified consultants will have industry knowledge, expertise, experience working with public entities, and demonstrated success with similar projects. Services are contained to documenting financial processes and provide feedback on where processes can be improved while maintaining a strong internal control environment. Although not required experience with Tyler Munis and Tyler Cashiering software applications is preferred.
