Specifications include, but are not limited to: Louisville Metro Government is requesting proposals from qualified professionals to serve as Louisville Metro Government’s representative to manage the development and launch of the Louisville Metro Department of Transportation. Scope of Services: Identify challenges and opportunities in coordinated transportation planning and project implementation efforts. Assess current projects and programs and determine a best way to coordinate moving forward for greater transparency and efficiency. Establish Vision, Mission and Goals: Establish Metro’s long-term vision for transportation. Formalize the Mission and Goals of the Department of Transportation in alignment with this vision. Compile long term strategy and priorities for transportation and infrastructure goals. Determine the roles equity and sustainability will play in the process and how a department of transportation will relate to land use, housing, public health, stormwater management, etc. Develop Department Roles: Assist in the search for a Department Director. Outline organizational design needed to streamline end-to-end project workflow processes and create a Department of Transportation. Establish team roles and cross functional/internal-external team links. Clearly define ownership, roles, and responsibilities.
