Specifications include, but are not limited to: The purpose of this RFP is to hire a risk assessment and mitigation consultant (hereafterreferred to as Consultant) to assist the Agency in developing an Energy Security Plan (ESP) thatmeets the requirements for a State Energy Security Plan (SESP) described in 42 U.S.C. 6326,including :•Conducting an assessment of potential threats and hazards to Oregon’s energy syste msto include natural disasters, technological hazards, manmade/physical threats, and cybersecurity attacks. The assessment should consider cross-sector interdependenciesand impacts to energy infrastructure systems and assets to determine potential ascading impacts of energy disruptions.•Identifying and analyzing possible mitigation measures for reducing risks and providinga mitigation approach to enhance regional and statewide energy reliability and end-useresilience. This includes the analysis of the cost to initiate those mitigation actions.The risk assessment and mitigation work completed by the Consultant will support major elements of the Agency’s ESP development as directed by the federal IIJA and Oregon SB 1567(2022). This includes:•The development of more effective and sustainable energy emergency response measures to supply disruptions from all hazards impacting the state’s energy resources, •Actions that can be taken to mitigate and/or minimize the potential economic andhuman consequences from the threat or vulnerability,
