Specifications include, but are not limited to: Contractor shall: • Review 2011 Report and methodology; • Work with SHPO staff to review 2011 survey, research current trends across the field and identify gaps in previous survey, and develop updated survey; • Incorporate the public into the survey process which was not previously included in 2011 focused on public awareness and what they value about heritage; • Incorporate the 2020-2025 Heritage Plan goals in the framework of the research approach; • Incorporate a selection of interviews into the research methodology; • Incorporate representation for diversity such as organizations with a mission to expand diverse narratives of Oregon’s heritage related to gender, race, occupations, nationality, and other underrepresented histories; • Incorporate high level comparisons of 2024 results to 2011 results; • Develop a survey distribution plan that takes into account rural vs. urban organizations, access to internet, and size/capacity/spectrum of infrastructure of organizations; and • Work with SHPO staff to develop lists for survey distribution based on spectrum of heritage preservation disciplines.
