Specifications include, but are not limited to: A. Lead the City Council in a goal setting session (may be performed virtually or in-person) for the purpose of establishing a clear vision statement that will outline goals for the plan and guide all work throughout the duration of the project. It will further identify the desired plan term and the target communities. B. Review the City’s energy consumption data and greenhouse gas emissions calculations for all City properties and make recommendations for any revisions or reassessments. C. Develop a sustainability plan including renewable/clean energy development options, buildings and infrastructure, transportation and land use, and climate preparedness and resilience. Plan will also recommend new practices, programs, policies, and community initiatives for reducing energy consumption and greenhouse gas emissions. Plan and supporting materials must be presented in a format that is visually appealing and accessible to a wide array of individuals. D. Provide budget models, Return on Investment (ROI), and forecasts for implementing actionable recommendations, next steps/best practices, and recommended completion timelines. E. Create a list of actions for each city department to consider for the upcoming year budget cycle preparation. F. Quantify each proposed measure’s potential emission reduction. G. Quantify each proposed measure’s cost and benefit (including first-cost, ongoing/annual cost or savings, co-benefits. H. Estimate feasibility (technical and financial) of strategies. I. Identify actions that can be achieved or in place within the recommended timeframe (short, medium and long-term). J. Establish benchmarks and a template that can track annual implementation progress.
