Specifications include, but are not limited to: IV&V services are necessary to establish and augment appropriate oversight efforts for DLIR’s UI Modernization project, independent of the products and services provided by the UIS Contractor(s). The objectives of this RFP are to ensure that: 1. The State is provided with timely, objective analysis and recommendations to make informed decisions on UIS project implementation issues and risks. 2. An independent assessment of the UIS project software products and organizational processes is conducted throughout the implementation process. 3. Process, solution, organizational, and other applicable UIS project risks are identified early and addressed quickly. 4. Assessments are conducted to ensure the UIS project requirements and specifications are correct, complete, accurate, consistent, and testable. 5. The UIS project implementation meets UIS project requirements and specifications, including compliance with regulatory, performance, schedule, scope, and budget requirements. 6. The needs of project stakeholders are being addressed and their expectations are adequately managed. 7. Cost, schedule, scope, and other applicable variances are detected early and corrected quickly. 8. Software product and project process deficiencies, risks, and recommended solutions are identified early, addressed quickly, and tracked for progress. 9. The UIS project is implemented without unnecessary disruption to DLIR operations. 10. The DLIR UIS project team, operations staff, and supporting business lines are sufficiently prepared to utilize and maintain implemented solutions as a function of their daily activities.
