Specifications include, but are not limited to: MCA wishes to engage a consultant to create a three to five year strategic plan through a comprehensive, inclusive, culturally responsive and participatory process. This plan will help MCA set the direction, priorities and vision for the next several years so we can increase impact and quality of outcomes in the way our division serves the great state of Utah. SCOPE OF WORK - DELIVERABLES We expect the project to include the following: Project management Design and execution of a strategic planning process, including: Background research by consultant on MCA’s history and programs, including Benchmarking with other government agencies with similar focus in other states and at the federal level Focus groups, interviews, surveys and/or any other method that will be useful in receiving input such as but not limited to present and former commission members, legislators, state agencies, strategic and community partners, emerging leaders, and other stakeholder/constituents on vision, values, and key goals. Ongoing coordination with MCA to create consensus regarding a strategic vision and division priorities Development of an actionable five-year strategic plan, to include: Shared vision and values Measurable goals Strategies and/or tactics Responsible staff or partners Outputs and Outcomes Implementation recommendations Community impact evaluation Audience breakdown & outreach plan
