Specifications include, but are not limited to: The RC aims to provide immediate behavioral health support, primarily relying on face-to-face contacts with survivors in their communities. The target population includes those who are at risk of developing more serious emotional problems as a result of disasters including individuals who are homeless as their homes were damaged or destroyed; lost income or livelihoods; were displaced; are disenfranchised; are of low economic status; and children, minorities, persons with mental health illness, developmental disabilities, and/or substance disorder; veterans and other populations deemed to be at risk as a result of the disaster. The goal of the program is to return persons to the extent possible, to their previous levels of functioning. Services may include, but are not limited to: • Individual crisis counseling • Family counseling • Trauma support, including, but not limited to, for special populations and grief therapy • Brief supportive or educational contact • Group crisis counseling • Public education • Community networking, engagement, and support • Affinity group networking, engagement, and support • Assessment, referral, and resource linkage • Development and distribution of educational materials • Communication strategy, media and public service announcements • Training, including suicide intervention, mental health first aid, resilience, crisis counseling, cultural competency • Program supports and services, including recreational activities for families or individuals that are culturally appropriate and care assistance • Technological support, including, but not limited to, data management, web development, and networking
