Specifications include, but are not limited to: 1. Background Review a. Review and summarize relevant state, regional and local housing plans, studies, programs, and other efforts to determine the need for affordable housing and fair housing concerns in CT. b. Identify, review and summarize relevant examples of other federal, state or regional processes to assess affordable housing need, particularly those that distribute regional need across local jurisdictions. c. Interview state agencies and stakeholders as necessary to gain qualitative insight into housing needs around the state. 2. Engage Project Advisory Committee A committee, comprised of representatives from relevant state agencies; planning regions; and statewide organizations representing municipalities, housing advocates and planning experts, will work in consultation with OPM to help guide the consultant in developing the fair share housing methodology. The consultant will regularly engage the project advisory committee to: a. Review background information (see above, 1. Background Review, items a through c). b. Identify any additional factors to incorporate into the housing needs assessment and fair share allocation methodology beyond those required by Public Act 23-207, based on the background review and data availability. Other factors may include, but are not limited to, comprehensive planning elements such as infrastructure capacity (e.g., sewer, water, transportation, electrical and fiber optic grids), employment accessibility, and/or climate vulnerabilities.
