Specifications include, but are not limited to: Phase 1: Surveying and Investigation • review existing documents and/or surveys of project site provided by the District; • establish a survey and inspection plan for the project site to prepare for creation of a comprehensive set of abatement plans and contracting documents; • develop a complete and detailed hazardous material survey and investigation of the, site, buildings and facilities at the project site; • environmental site assessment, as required; • collect samples of existing materials for analysis by an accredited lab, develop detailed laboratory test result reports, apply results to abatement plan; • determine quantity and location of all hazardous materials on the project site, as defined by federal, state, and local jurisdictions with authority over the project. Phase 2: Abatement Plan and Contracting Process • verify project scopes and priorities with District personnel and consultants; • provide bid-ready abatement plans and specifications that clearly define the abatement locations, quantities, timeframes, and all other applicable information; • conduct a pre-bid walkthrough with potential bidders; • provide timely and appropriate responses to RFI’s and other bid period requests; • assist with bid evaluations as requested; • attend and participate in pre-construction meetings as requested; • communicate and consult with District personnel, architects/engineers or other consultants, abatement contractor, and general contractor; • review contractor submittals for conformity to regulations, specifications, schedule, and overall project plan. Phase 3: Monitoring during Abatement and Close-out • assist District personnel with management of abatement contractors; • monitor abatement activities for conformity to regulations and specifications; • be available for any changes to the project or unforeseen occurrences; • conduct all necessary clearances as specified; • promptly evaluate punch list items and provide reports as requested; • review contractor submittals for conformity to regulations and specifications; • promptly submit documentation in one electronic close-out report as required for each hazardous material being monitored; • promptly conduct and submit complete post-abatement inspections and hazardous material location drawings.
