Specifications include, but are not limited toThis RFP seeks a provider of Geographic Information Systems (GIS) Cadastral Mapping Services to correct the spatial realignment of the Bay County Property Appraiser’s (BCPA) GIS Parcel Layer and associated GIS Layers that are based on the Parcel Polygon Layer. The County currently has a countywide parcel layer. However, the spatial accuracy of this layer is not sufficient to the County’s needs. The existing parcel data does not properly overlay over current imagery and degrades the accuracy of other mapping layers. The public and other agencies expect accuracy and time and money is lost due to inaccurate mapping. The vendor is being requested to spatially adjust the existing cadastral mapping of the parcels utilizing 2023 Ortho Rectified Imagery (with 6 Inch Resolution and 6 Inch Horizontal Accuracy) and other existing cadastral data as a reference. Although record research is not required as part of this project, the parcel data shall be recompiled using physical features visible on the orthoimagery. While recompilation using specific dimensions available from the tax maps is not included as part of this effort, those available dimensions should be used as reference to assist with the spatial alignment. All feature layers that are based on the Parcel Layer shall also be adjusted along with the parcels. There are several layers that share Geometries with the Parcel layer (vertices and edges). These layers are: Road ROW Layer, Easements Layer, Zoning Layer, Land Use Layer, Future Land Use Layer, and (4) Annotation Layers, currently aligned to the Parcel Lines. The values of the annotation layers shall not be modified, only their position, to inure alignment with the corrected Parcel Layer.
