Specifications include, but are not limited to: The Department of Public Safety (DPS) is seeking a five-year contract for creating and facilitating a traffic safety program and traffic safety course for citizens throughout Utah in compliance with House Bill 192 from the 2023 General Session of the Utah State Legislature. This solicitation is intended to establish a statewide program with an online option for a traffic safety course for eligible participants. This online course will be an additional option to what is currently available. Starting October 1, 2022, approximately 53,000 people have been eligible for the program, with 5,000 people enrolling in the program. Currently, the traffic safety courses being offered are through individual justice courts. There are 117 justice courts in Utah and each justice court could potentially offer their own course. Course offerings vary from court to court. Some courts have in-person options, some have online options and some offer a combination of the two. The average cost to participants for these courses is $55 per person. Information for the online option being solicited in this RFP will be included on the Administrative Office of the Courts (Courts) website and in the Courts MyCase system for eligible cases.
