Specifications include, but are not limited to: 1. Coordinate with city grant administration officials to ensure all EPA regulations are met 2. Serve as technical liaison between the city and the Iowa Department of Natural Resources (IDNR) Environmental Protection Commission (EPC) and the EPA 3. Assist the City in negotiating assessment requirements with the IDNR EPC and the EPA 4. Communicate progress regularly to the city, the EPC, and the EPA 5. Assist the City with materials, resources, etc. in the City’s public involvement activities 6. Prepare Property Profile Forms for the sites selected for assessment activity 7. Complete Phase I Environmental Site Assessments at the designated site according to the American Society for Testing and Materials (ASTM) standard E-1527-05 and the EPA’s All Appropriate Inquiries rule 8. Complete the Threatened and Endangered Species Survey in compliance with the Endangered Species Act (ESA) and the Historical and Cultural Resource Survey in compliance with the National Historic Preservation Act (NHPA) for all properties designated for a Phase II Environmental Site Assessment 9. Prepare Quality Assurance Project Plans (QAPP) and Health and Safety Plans (HASP) according to EPA requirements for the sites that require a Phase II Environmental Site Assessment 10. Complete Phase II Environmental Site Assessments at the designated sites according to each site’s specific QAPP, HASP, EPA and IDNR EPC regulations, and ASTM Standard E-1903-97 11. Conduct health monitoring activities in communities and neighborhoods surrounding assessed Brownfield properties 12. Assist with preparing and negotiating Voluntary Cleanup Contracts/Brownfield Agreements with the IDNR EPC as needed 13. Conduct site specific risk assessments as needed for the designated sites where a Phase II Environmental Site Assessment has been completed 14. Develop integrated cleanup and redevelopment plans as needed for the designated sites using risk based corrective actions 15. Prepare monthly reports documenting activities in a format that helps facilitate the City’s quarterly reports that are to be submitted to the EPA 16. Serve as technical consultant to educate City officials in the preparation and submission of all necessary reports to be submitted to the EPA including financial reimbursement forms, MBE/WBE forms, etc. 17. Complete and distribute a final closeout report summarizing all grant activities
