Specifications include, but are not limited to: Task 1 – Retail Analysis: The primary goal of the first task is to understand, from a data standpoint, consumers in each district trade area and what types of opportunities exist there for retail growth and development. The selected firm will be expected to compile a profile with a summary for each of the seven (7) trade areas as defined by the City in order to understand the market potential and gaps. The profiles should include: Consumer analysis Spending patterns and behaviors Psychographics/consumer segmentation Competitiveness analysis Retail leakage (gap) analysis: analysis of "missing" users within the target areas Existing amenities within the target area, including retail, restaurant, hospitality, entertainment, and recreational uses Deliverables: Written profile and summary of each of the seven (7) retail areas with supporting data, to be delivered electronically via Dropbox. Task 2 – Stakeholder Engagement: The purpose of this task is to better understand the needs of brokers and developers already in the market and how the City can support the goal of attracting higher-quality developments and retailers. The selected firm will be expected to complete four (4) meetings, either in person or virtually, with stakeholders, brokers, and developers already in the market to complete a report. Meetings should include the following objectives: Meet with retail, restaurant, and hospitality brokers in the marketplace to clarify demographic and location needs of the desired users Meet with retail, restaurant, and hospitality developers to obtain their feedback on the market and what needs to happen to attract the types of users the City desires Conduct meetings with City stakeholders for goal setting and brainstorming on desired outcomes Identify retail opportunities and challenges within each of the seven (7) areas Deliverables: Written summary of needs of brokers and developers including opportunities and challenges identified for each of the seven (7) retail areas, to be delivered electronically via Dropbox. Also include a written summary of suggestions for City actions to attract desired retailers, to be delivered electronically via Dropbox Task 3 – Plan Development: The purpose of this task is to amalgamate the data and information from tasks one (1) and two (2) and create an implementation plan targeted for the three (3) previously established audiences: retail end-users, retailer brokers, and retail developers. Deliverables: Written Retail Development and Attraction Strategy for engaging and attracting retailers, restaurants, and developers including milestones, to be delivered electronically via Dropbox. Task 4 – Marketing and Implementation: The purpose of this task is to engage with developers, brokers, and end-users based on the Attraction Strategy. Coordinate/consult with the Mesa OED (Office of Economic Development) team and their marketing firm to customize messaging/branding for targeted audiences Identify and make introductions to appropriate brokers and decision makers based on Retail Development and Attraction Strategy for high-value targeted restaurant and retail concepts Engage with retailers, brokers, developers, and end-users concerning target restaurant/retail types Deliverables: Make introductions to ten (10) appropriate brokers and developers and provide outreach to a minimum of twenty-five (25) retail end-users based on Strategy.
