Specifications include, but are not limited to: Central Arkansas Water (CAW) requests proposals from firms to conduct fiscal analyses using data available to CAW to inform the utility’s strategic plan regarding cost recovery, service levels, differential factors between service areas, establishing a methodology to distinguish urban, suburban, and rural service areas, and infrastructure replacement needs and costs through 2100 and a cost of suburban growth compared to urban redevelopment, and a strategy to encourage future patterns of growth that are most beneficial to the utility, the communities it serves, and its customers. The analyses will focus on CAWs water distribution system. The firm will be expected to develop presentations and visual aids to illustrate their findings and recommendations.
