Specifications include, but are not limited to: Service Implementation Plan: Advise and Strategize • Contractor shall inquire into, advise and assist Tribes in preparing, prioritizing, and implementing short- and long-term strategies to accomplish sovereign projects including, but not limited to: o o Identifying projects that impact the Tribes (e.g., projects that affect tribal relationships, facilities, culture, operations, budget, economy, and compliance gaps, ), o Identifying funding opportunities, o Developing and implementing strategies for securing funding, and o Developing strategies to manage project implementation (e.g., staffing, financial, and technical assistance necessary to carry out proactive economic recovery projects), and o Compliance with EDA and OBDD reporting requirements. • Contractor shall also provide assistance to the Tribes in drafting background papers, application materials and required forms, administrative policy, status reporting, and/or other materials, as necessary. Service Implementation Plan: Representation and Relations • Contractor shall work to help the Tribes align project needs to available resources. Representation and relations includes monitoring the requirements of a variety of funding sources, as well as monitoring the administrative and regulatory activities that could impact the Tribes. • The representation and relations requirements of this project may necessitate Contractor communications with Oregon’s federal and/or state elected officials, administrative agencies, and staff. • Contractor may encourage the formation and fostering of coalitions between stakeholders that possess project interests. Service Implementation Plan: Reporting and Accountability • Contractor shall be required to prepare monthly written reports for OBDD that outline the Contractor’s specific activities and accomplishments. Reports will be submitted with itemized, monthly invoices. Contractor shall be open and responsive to inquiry regarding the monthly reports and invoices. • The monthly reports’ itemization will include: the Tribe, nature of the project, an overview of activities undertaken, the need the project was designed to address, how the project addressed that need and advanced capacity for economic recovery, actual economic benefits, lessons learned, and other information as necessary to understand the project and its impacts. Additionally, OBDD may request any additional information that is reasonably required under OBDD’s reporting requirements to the EDA. • As the Contract reaches conclusion, the Contractor and OBDD will report back to the Tribes about projects funded through this process, as well as ongoing priorities, for OBDD’s final grant report to the EDA. Service Implementation Plan: Contract Administration • Contractor shall manage and facilitate all facets of the services that are reasonably within Contractor’s control to ensure the Statement of Work is completed on or ahead of time and within budget. OBDD must be advised throughout the duration of the Contract term of any issues or decisions that may impact the services, budget, or schedule.
