Specifications include, but are not limited to: Vendor Hauling and Disposal 3.1.1.1 The Vendor shall be responsible for providing all trucks, personnel, and related equipment for the pumping (i.e., hoses, fittings, etc.), hauling and delivery of leachate from the Morgan County Landfill to the Warm Springs Public Service District Plant, or to the nearest WVDEP approved PSD or Wastewater Treatment Plant as directed by the WVDEP. The round trip from the Landfill to the PSD is approximately one and half (1 1 /2) hours. 3.1.1.1.1 The Vendor shall collect and transport up to 20,000- gallons of Landfill leachate to the Warm Springs PSD in an eight (8) hour period. 3.1.1.1.2 The main operating days for hauling shall be Monday through Friday. However, hours of operation at the Warm Springs PSD may vary due to holidays, weather conditions, etc. The Vendor shall be responsible for the following: determine if the WWTP is open and operating; accepting landfill leachate; and daily coordination of hauling disposal. 3.1.1.1.3 The Vendor shall haul as needed to ensure the leachate storage pond or tank does not overflow. In case of an emergency, the Vendor shall notify the Project Manager. 3.1.1.2 The Vendor shall position the truck in the direction of the Project Manager, so the truck can be connected via a quick disconnect at the leachate discharge point. 3.1.1.2.1 The Vendor shall maintain the liquid level in the leachate pond or tank as low as possible to comply with the 30- day storage capacity requirement, as well as the zero discharge limitations in effect for the storage pond or tank. 3.1.1.2.2 The Vendor shall be responsible for opening valves, starting the pump, monitoring the level of liquid in the truck, manually stopping the pump, and closing valves. 3.1.1.2.2 For landfill meters or totalizer instrumentation installed, the WVDEP shall record and maintain data on the LCAP Server.
