Specifications include, but are not limited to: 1. COS has determined that in order to meet the regulations requirements for water quality and to operate each of these plants at an optimal level of performance, a valve removal and replacement program for the valves, actuators and controls is necessary. This maintenance includes repair and/or replacement of components in accordance with COS requirements. The COS has determined the most cost-effective and practical approach to this program is to allow the valves and actuators to operate to fail. It has been further determined that it is more cost-effective to replace rather than rebuild any valves 12” or less. 2. The work covered by this proposal consists, at minimum but not limited to, the Contractor performing the removal and installation of valves and actuator assemblies from the plants process piping with Keystone or approved valve and actuator manufacturer, the valve and actuator manufacturer, performing the inspection and replacement of all wearable parts. Any additional work, piping modifications or repairs would require a quote from the Contractor and approval by the Contract Administrator
