Specifications include, but are not limited to: A. Develop Core Team Workgroup Identify and coordinate with existing county, municipal, state and federal agency stakeholders with an interest in forest management, wildfire prevention and watershed protection to develop a Core Team Workgroup. The Core Team Workgroup will be responsible for reviewing the OFFERORs risk assessment information, developing project recommendations, and providing expert knowledge regarding current operations and resources related to risk management within the project area. At a minimum, the Core Team Workgroup shall include members from; i. City of Roanoke, Roanoke County, Botetourt County, ii. Virginia Department of Forestry iii. Offices of Emergency Management B. Core Team Workgroup Meetings Host and facilitate a minimum of three (3) Team Workgroup meetings. During the meetings the OFFEROR will; i. Develop agendas that include a plan outline detailing each component of the Forest Stewardship Plan ii. Provide visuals and risk assessment information iii. Identify action items, and iv. Record meeting minutes and distribute them to all participants C. Public Meetings or Community Outreach Events Conduct a minimum of two public meetings or community outreach events. The public meetings will be used to gather community feedback on the plan and identify valued community resources and assets that require protection from wildfire and post‐fire impacts D. Data Collection and Validation Validate and improve on related elements from the 2007 Carvins Cove Natural Reserve Park Management Plan, watershed and wildfire planning geodatabase resources and other available information. E. Establish a Community Base Map In collaboration with the Core Team, OFFEROR will establish base maps for the plan. The maps will present information that includes, but is not limited to, land ownership boundaries, vegetated areas that may contain critical human infrastructure, areas at risk, forest and grassland areas at risk for large‐scale fire disturbance, watershed boundaries, stream networks, critical infrastructure (roads, emergency response facilities, water supply, communication towers, power lines, etc.), fire history and previous fuel treatments, topographic conditions, access roads, locations of major water sources, tributaries, and suppression resources, and locations of vulnerable areas within the watershed. In conjunction with the Core Team, OFFEROR will discuss and develop wildland/urban interface delineations to provide additional details to make project prioritization determinations.
