Specifications include, but are not limited to: The successful proposer will advise the workgroup, along with HECC staff, during the creation of the mandated legislative report. Successful proposals will include identifying methods and strategies to: • Engage workgroup members and attend meetings to the review of appropriate information and concepts. • Engage workgroup members in a consultative process related to develop potential recommendations for the allocation of the special purpose appropriation as described in the budget note. • Gather data on national best practices and outcomes of similar efforts in other states. • Write a report for submission to HECC staff reflective of the workgroup’s recommendations and which includes general recommendations centered around the long-term institutional financial viability of the technical/regional universities (Eastern Oregon University, Oregon Institute of Technology, Southern Oregon University, Western Oregon University) and PSU.
