Specifications include, but are not limited to: FSD is seeking to enter into a contract or contracts with one or more vendors to provide 24 hours / 7 daysper week (24/7) program administration services at both the temporary and permanent secure facilitylocations specific to the needs of youth who are in the pre-adjudication stage and/or have been detained orcommitted by the court. The youth being served will be between the ages of 13 and 20 who are in the careand/or custody of DCF or in the custody of the Department of Corrections (DOC); the primary populationbeing served will be between the ages of 13 and 18. Youth being served will be expected to participate in aprescribed behavioral program that includes academia, structured recreation, individual and group services,family mediation (when appropriate), community service, and access to medical, mental health, andsubstance use intervention and treatment. Services will be administered using evidence-based practices, astrengths-based approach, comprehensive education, and quality and comprehensive medical and dental healthcare services (in accordance with Licensing Regulations 633 through 644). Programs must also be in good regulatory standing with Licensing Regulations for Residential Treatment Programs(https://outside.vermont.gov/dept/DCF/Shared%20Documents/FSD/Publications/RTP-Regs.pdf). All referrals to the program by the State must be accepted. For the purposes of this RFP, the secure program shall hold capacity for up to four (4) youths in the temporary stabilization program at the onset of the award term- to be expanded to up to 15 youths upon the completion of the permanent facilities.
