Specifications include, but are not limited to: 3.1.1 Professional Development. CONTRACTOR(s) providing professional development to schools, complex areas, or offices on how to implement the FSCS strategies shall be responsible for: A. Increasing the knowledge and skills of school personnel and community partners to aid in the implementation, management, and sustainability of FSCS strategies (e.g. school leadership role, forming community partnerships, effective use of data, engagement practices). 3.1.2 Technical Assistance. CONTRACTOR(s) providing technical assistance to schools, complex areas, or offices that are ready to implement FSCS strategies shall be responsible for: A. Dissemination of information on effective and promising practices in the establishment and ongoing management of FSCS strategies. B. Providing schools, complex areas, or offices with the tools necessary to design and implement needs/resource assessments that will provide the data necessary to effectively target FSCS resources. 3.1.3 Specialized Support. CONTRACTOR(s) providing specialized support services to support and orchestrate the implementation of FSCS strategies shall be responsible for: A. Employing and supervising a full-time Community School Coordinator (one coordinator per school/complex area/office). B. Completing a needs and assets assessment of the school community. C. Establishing and facilitating a community school leadership team at the school that will act as a collaborative decision-making group for planning and implementing the FSCS strategy. D. Co-create and implement a community school action plan with school administrators, school staff, families, students, and community partners. E. Acting as the principal’s key liaison between community partners and the school community. This includes, but may not be limited to: 1. Recommending new goods and/or services that would result in new partnerships. 2. Collaborating with school or office administrators and staff to support the development of a procurement to acquire the new goods and/or services that would result in a new school-community partnership as needed. The School, Complex Area, or Office will be responsible for following all procurement rules and guidelines prior to any goods/services being implemented. 3. Coordinating and aligning new and existing partnerships, resources and services in the school. F. Participating in training, technical assistance and other professional development opportunities provided by the Department and/or the Hawaii Afterschool Alliance. CONTRACTOR is responsible for the costs associated with attending these opportunities. G. Participate in evaluation activities, which may be led by the Department, the Hawaii Afterschool Alliance, or any other organization that the Department requires participation with. H. Submit an Activity Report to the School/Complex Area/Office that requested services. The Activity Report shall be submitted no later than fifteen (15) days after the completion of the services specified on the Authorization for Services and Payment (Exhibit 1), or as requested by the Department. The Department will notify CONTRACTOR(s) of the content to be included in the Activity Report.
