Specifications include, but are not limited to: Given the nature of construction and the Department’s unfamiliarity with tunnels, the Department intends to engage the services of a Program Manager in order to assist in the execution of the construction of the CSO tunnel project. The intent of the Program Manager will be to advise the City throughout the course of construction on matters such as: contract management, payment structure, schedule, dispute resolution, engineering and/or design issues, construction oversight/inspection, etc. The City anticipates the Program Manager will work cooperatively with the design engineer in order to insure the success of the overall project. In order to insure the best possible position for the City going forward, the City seeks to engage a firm with institutional knowledge of construction law, contract law, and other tenets of Risk Management as they relate to large municipal infrastructure projects. The role of this firm would be to advise the Department on areas such as but not necessarily limited to: 1. Appropriate scope of work for program manager and engineer along with division of responsibilities between both entities; 2. Draft contracts for construction phase services for both; 3. Advise on appropriate scope of pre-construction program management services (items such as schedule review, scope review, bid assistance, potential third party design review, etc.); 4. Advise on contract structure for tunnel contractor and draft such; 5. General risk management advise throughout course of construction as required; and 6. Familiarity with consent decree, communication and risk management practices associated with compliance.
