Specifications include, but are not limited to: KDOT seeks proposals for a comprehensive scope of services which will comply with all drug and alcohol testing requirements of the FTA as set out in 49 CFR Parts 40, and 49 CFR Part 655 and subsequent FTA amendments or regulations. Requested services have been divided into three major components for bid. A. Comprehensive Drug & Alcohol Awareness Training 49 CFR 655.14 a. Face-to-face annual employee and supervisor drug awareness and reasonable cause identification training offered in at least Six (6) locations throughout the state. Enough training sessions must be offered to allow for attendance of all participating employees as needed to comply with FTA regulations. b. Covered employees must receive at least 60 minutes of training on the effects and consequences of prohibited drug use on personal health, safety, and the work environment, and on the signs and symptoms that may indicate prohibited drug use. Supervisors and/or other company officers authorized by the employer to make reasonable suspicion determinations shall receive at least 60 minutes of training on the physical, behavioral, and performance indicators of probable drug use and at least 60 minutes of training on the physical, behavioral, speech, and performance indicators of probable alcohol misuse, to be renewed every two years. (See 49 CFR Part 655.14). This training must be available online as well for 24/7 access. c. On a quarterly basis provide educational material to each consortium member agency, in the form of handouts, posters, or paycheck stuffers concerning the effects of drug and alcohol misuse on the individual’s health, work and personal life and signs and symptoms of an alcohol problem (the employee’s or a co-worker’s) (See 49 CFR Part 655.14).
