Develop campaign strategy (goals, objectives, audience(s) and key messages) b. Create a detailed media plan. c. Develop creative concepts for the campaign. d. Provide ongoing monitoring and reporting on campaigns in progress. 2. TRADITIONAL MEDIA The consultant or firm shall: a. Utilize outdoor media, such as billboards near the Utah/Nevada border, targeting those traveling to/through Utah. 3. DIGITAL MEDIA The consultant or firm shall: a. Use search optimization to target those with interests that Tooele County has to offer, such as outdoor recreation, racing, ATVs, and history. b. Create and use display banners and ads (for both in-state and out of state audiences)
