Specifications include, but are not limited to: The scope of work may include, but not limited to, assisting staff in creating the Buckeye Gateway Activity Center Specific Area Plan through the following tasks: • Plan framework • Citizen participation • Community outreach • Facilitation • Plan editing and drafting • Data collection and analysis • Graphics, renderings, and diagrams • Maps, public meetings, staff meetings, and any related items that are necessary in moving the area plan forward in a manner consistent with Arizona Revised Statutes, City of Buckeye codes and standards, and the General Plan. Some of the primary elements to establish in the Plan include, but are not limited to the following: • Land Use Recommendations with a central HUB concept • Character Planning • Circulation Plan-Transit, Pedestrian, Vehicular, special street cross-sections • Streetscape Landscape-Local/Collector/Special Streets • Alternative retention/drainage • Economic Absorption Analysis by land use with possible P3 tools • Case Study analysis with 3 other jurisdictions from plan to development • Area Development and Design Guidelines unique to horizontal and vertical mixed-use development. • Transitional land use standards and design between the area and adjacent employment and lower density residential. • Residential density analysis and recommendations based on current Gateway Activity Center Graduated Density Concept Analysis (GDC) Policy
