Specifications include, but are not limited to: 1. Contractor shall be able to provide appropriate number of umpires for up to fifteen (15) fields per night for approximately 5,000 games for the first contract term. Future contract terms may require umpires for up to eighteen (18) fields per night for approximately 6,000 games per year. Games shall have a fifty-five (55) minute time limit with no new inning starting after fifty-five (55) minutes. Innings in progress shall be completed. Contractor shall be able to provide one umpire for one game if needed based on scheduling requirements. The City anticipates that most of the fields scheduled will be for two (2) to four (4) games per night. 2. Contractor shall provide one (1) umpire for all men’s league and tournament games. Contractor shall provide two (2) umpires for all men’s tournament championship games. 3. Contractor shall provide one (1) umpire for all co-ed league and tournament games. 4. Contractor shall provide umpire service at no charge if a game must be re-played due to umpire ` error (valid protest). Adult Sports League Coordinator will be responsible for validating said protests. 5. Contractor shall have umpire at each designated field at least ten (10) minutes prior to game time. The City will have a Site Supervisor available at each complex who will record umpires’ names and arrival times. 6. Contractor shall instruct umpires that City of Scottsdale representatives shall have the authority to change rules when deemed necessary. Said representatives will not change any decisions already made by the Contractor’s umpires regarding USA Softball rules. 7. The City of Scottsdale shall not be held responsible for any accident or injury sustained by the Contractor’s umpire. 8. The Contractor shall not charge the City of Scottsdale if an umpire arrives more than ten (10) minutes after the game time. Furthermore, the umpire shall work the balance of the game. 9. The City of Scottsdale shall have the right to refuse the service of any individual provided by the Contractor if deemed unacceptable and justified by City representative. 10. The City of Scottsdale shall provide Contractor with a minimum of three (3) hours’ notice, either written or verbal, as to the game site schedule or changes in schedule.
