Specifications include, but are not limited to: Higher acuity inpatient psychiatric treatment to serve youth with high intensity psychiatric needs who require longer length of stays than typical acute psychiatric hospital settings. The Cabinet for Health and Family Services (CHFS) and the Department for Juvenile Justice (DJJ) within the Justice and Public Safety Cabinet have identified a need for higher acuity inpatient psychiatric treatment beds to serve youth with high intensity psychiatric needs who require longer length of stays than typical acute psychiatric hospital settings (hereafter referred to as ‘the population’). These youth have been diagnosed with a psychiatric disorder and have failed to respond to short term, acute psychiatric and/or residential treatment. It has been determined that the treatment needs of these youth cannot be met in currently operating Psychiatric Residential Treatment Facilities (PRTFs) I or II pursuant to KRS 216B.450-.457. The Commonwealth of Kentucky does not own or operate short- or long -term acute psychiatric inpatient treatment facilities for youth.
