Specifications include, but are not limited to: Produce an Integrated Wildland Fire Management Plan meeting all requirements of the Army Installation Wildland Fire Program Implementation Guidance dated March 15, 2021; AR 200-1; DODI 6055.06; and AR-420-1. a. Review existing wildland fire management related documents and policies. b. Conduct a site visit if necessary to review wildfire infrastructure and equipment needs, see current firebreaks and fuels management, observe wildland fuel types, and loads, meet with primary stakeholders, etc. c. Compile a comprehensive history of fire at WHFRTC through existing records, reports, documents, and subject matter experts. d. In coordination with local subject matter experts, including but not limited to Foresters, Natural Resources Managers, Firefighters, Range Control personnel, Trainers/Operators/Testing personnel, and local partner agencies, modify/develop strategies to effectively address wildfire at the installation. Use these to define goals and objectives of the IWFMP. e. Carry out an assessment of ignition probability on the installation through a review of existing records, provided sufficient data exists. f. Update or implement a fire danger rating system if necessary. As appropriate and in consultation with WHFRTC representatives, create or modify authorized military training/testing for each fire danger category as well as fire-fighting staffing requirements. g. Analyze weather data from a representative weather station for trends and weather conditions relevant to wildland fire management and address potential climate change effects. h. Establish pre-fire measures to be taken to include firebreak maintenance, fuels management, firefighter training, and other requirements. i. Establish/integrate with existing wildfire response procedures. a9. Establish/integrate with existing post-fire reviews, rehabilitation, data collection, and other necessary measures. aa. Compile all the above into an Integrated Wildland Fire Management Plan (IWFMP) comprehensively addressing all aspects of wildland fire management.
