Specifications include, but are not limited to: • Contractor will hold initial meeting with Agency to initiate the project, establish goals, and develop the Project Control Document with milestones and resources. • Contractor will provide weekly updates to Agency Contract Administrator on the progress of the project. • Contractor will estimate true costs for administering each of the 63+ revenue programs. This includes the costs incurred by the Agency to directly administer the program (staff time and contract costs), and the associated back-office costs for each revenue stream. The Agency will provide position classifications, position costs, and contract costs to the Contractor. The deliverable will be the true administrative costs of each program, which will include both direct and back office and the methodology used to arrive to those numbers. If multiple methodologies could be considered, Contractor to provide a preferred option. Agency may request other methodologies for consideration. Deliverable to be submitted to the Agency within 10 months of contract execution. • The Agency will line the true administrative costs with what current statute or interagency agreements allows for each program. The Agency will tell the Contractor which programs and their associated costs need to be reallocated. The Contractor will reallocate those costs and provide the rationality and methodology of the reallocation. The deliverable will be the adjusted administrative costs per program and the justification for the revised cost distribution. • The Contractor will assist a review team consisting of the Agency, Legislative Fiscal Office, and other state agencies and local jurisdictions to present the new cost methodology. The Contractor will take feedback and, with consultation of the Agency, adjust cost methodology as necessary and present a final cost allocation methodology to the Agency. • The Contractor will provide a cost allocation methodology for the Agency to use to analyze the costs of any future potential additional revenue programs. • The Contractor will recommend a software solution to the Agency to allocate costs each month.
