Specifications include, but are not limited to: 1.1 Perform the services necessary to market insurance coverage that the City deems is in their best interest to do so. This would include assisting with the development of Request for Proposals (RFP’s) for various vendors in compliance with the City’s purchasing requirements. 1.2 Develop a complete understanding of the City’s benefit programs, and their objectives for both the short and long term. It is intended that the broker be an interactive piece of this strategic planning process. 1.2.1 Provide analysis, research and proposals on cost containment efforts, plan design changes and enhancements that the City should consider. 1.3 On an ongoing basis provide analysis on claims experience, overall financial plan performance and a recommendation for premium rates for the upcoming plan year. 1.3.1 Assist City staff with the analysis of claims data and trends 1.4 Provide support as needed for quarterly Trust Board Meetings. 1.5 The City’s Insurance Committee meets 8 to 12 times per year. A representative of the broker service is expected to attend, assist in the presentation and follow up with the Human Resource Department with any needed information or data. 1.6 Consultant/Broker may be expected to attend Council meetings associated with selection and approval of vendor contracts. 1.7 Assist in problem resolution with providers. 1.8 Perform other services customarily expected of a broker for the duration of the contract term. 1.9 Perform other related services on an “as needed” basis.
